It will eventually apply to ICE as well. It’s just an easier sell for BEVs due to limited volume and limited batteries and the unique things that dealers have to do.
My guess is Google is developing a new integrated ordering and tracking system for Model E that will later be adapted to ICE.

On the Telluride forums there are orders from late 2021 that haven’t been built and will likely roll over to 2023. But yeah, this doesn’t affect Kia.

Having them develop a schedule and update it, is basic project management/scheduling.
Based on my experience in manufacturing production planning, it is more efficient to develop a schedule based on the current parts/resources delivery timeline, and amend as required. Developing a schedule once parts/resources are available, increases costs and incurs delays. It's always easier to amend an existing schedule than starting from scratch.

This is heavily impacted by dealer prep. And remember the difference in top and bottom is 1.5 to 2.5 problems per vehicle on average. So everybody has a dealer visit to fix 1, 2 or 3 problems.
