From what I understand they were trying to expand their CPO sales as well hence why they were offering almost the same service perks as buying new the CPO market is pretty aggressive today too specially from Lexus, Jaguar, and the likes. And they will accrue points for service, accessory purchases etc, the same as new owners/buyers. The only thing they miss out on is the points for purchasing their vehicle new, since the original owner already got those points.
