A car assembled in the US may have parts acquisitions that occur from many companies globally and then assembled in the US. Ford had the labor contact in place at Hermosillo before anyone was hired. A worker cleaning shower stalls at a US truck stop can make 5+ times more than a Mexican line worker. The legals & illegals working in the US send over $25 billion annually to relatives in Mexico, which helps perpetuate the low wages and benefits there; why pay more when most are getting a stipend from their family up north?
