Stronger wording is needed there to really give proper context.  Problem is, they won't do that because if they do, that'll let everyone know their exercise is fairly pointless.  Just factoring in the use of subassemblies alone can make your domestic content percentage double (or more) as is the case with the Tundra and many other Asian branded vehicles.

My first preference would be to keep it but do it right, i.e, remove the loopholes.  For starters, require subassemblies to be broken-out and list each part in those subassemblies as domestic or foreign based on each individual part, not lumped together as a group.  There are a few other issues, too, but that is the biggest issue by far.

 

Without that the AALA is simply a way for imports to overstate their domestic content.
