Yup, he explains that in the video. The "depends on if it's a PIU" part is regarding other potential actions against Ford (like a breach of warranty claim under the UCC). If it had been an Explorer, the modifications could've made any claims more difficult to prove, but the PIU is designed with upfitting in mind, so the mods shouldn't be a factor, unless they were botched.

So a 150 and up can't be lemon law'd in Ohio?

Only if it has a payload capacity of greater than 2000 lbs. Unfortunately the law was probably written back when a 1-ton only had a 2000 lb payload and not today's 4000 lb payload.
