Most Dealers probably aren't even aware that they exist. When vehicles are inspected at the time of delivery to the dealerships, there are several bits of paperwork scattered inside the vehicle which are usually overlooked and not considered important to the inspection process. I probably inspected at least 80% of the vehicles that were delivered to my dealership for many years and pulled all the paperwork. The inspection process is limited to carrier and/or in-transit damage which has to be noted on the BOL (Bill of Lading) and submitted with photos to the carrier firm. I did find some paperwork once in a new F350 I bought, but it was more a "build sheet" as to what options to install, rather than a defects sheet. I was finally able to try the Blue Cruise on ours. It seems to work well even in a 35-45 mph crosswind, and the highway speed wind noise was very good.
