ENGINE WON'T START WITH A/C COMPRESSOR DISCONNECTED

Working on a 1999 Super Duty 4x4 automatic with the V-10. Just replaced the condenser after a front end collision and after evacuating the system trying to recharge with R-134a. Got 11 ounces in and compressor won't kick on so disconnected low pressure safety and jumped it with a short wire, compressor still doesn't start. With the engine off the compressor can be turned by hand with some resistance so it's not locked up. Tried to check for 12 volts feed to compressor after unplugging its connector but, the engine cranks and won't start unless the wire connector is plugged into the compressor. Is that typical of that year Super Duty? I've never run into that on other vehicles. Anybody know a workaround to test for power at the compressor?
