How does the Alternative Work Schedule at the Van Dyke Transmission Plant work?

From what I understand the Explorer line, Crown Vic, and Ranger are going down.

I thought in June, Chicago was adding another shift for the Taurus line, why would they cut production and ILO/TLO people at Van Dyke?
