    Why would you say just because? I am pretty sure it is the government that will deal with the side effects of high CO2 levels. The $50B Sandy relief bill came from the government. Storms are becoming more frequent whether you believe they are related to CO2 or not, and they will cost $$. As was mentioned above, if you want to create a private solution then carbon tax would have to be considered.
