Temporary: lasting for only a limited period of time; not permanent.
Inverse: Reversed in order, nature, or effect.
Lay-off: When a company eliminates jobs regardless of how good the employees' performance.

Seniority: a privileged position earned by reason of longer service or higher rank.
"pay and benefits rise with seniority"
So, a 'Temporary Inverse Lay-off by Seniority' would be something like offering a limited time by reversed order of Seniority than usual for lay-off kinda lay-off.
So you ask the most senior seniority person first. They say yea or nay. Then the next person. etc.
Well, that wasn't how it was at FRAP. Does anyone know why?
