My Sable had a recall on the front coil springs because when they snap they have a tendency to puncture the front tires. However, the rear coil springs had exactly the same problem (they weren't properly electroplated for corrosion resistance), but no recall. The NHTSA investigated the front and rear coils, and only recalled the front coils. As sonofford pointed out, emissions regulations can force recalls as well. And well, looking at the two recalls I've had for my Cobra, I guess you could somehow spin them into equalling "safety" issues, but on the surface, there's no way would you consider them to be such: Parking brake cable and radiator fan retention clip. The only recall on my Mazda was for the fan blower programming...not really sure how that could be safety related either...unless being too hot in the summer time could cause you to pass out and crash your vehicle.
