Basically, it is a way for Ford Credit to allow deposits and boost its liquidity. The more liquidity it gets, the more loans it can process - and the more it can lend out, to say, suppliers who are in C11 or on the brink. Other goofy part: Know why the FDIC imposed an 18 month moratorium on ILC applications? Because WalMart was reportedly seeking to open an ILC and--through circumvention of a variety of bank regs (CRA, etc.)--dramatically undercut local banks.
