Why does Ford define cab and chassis?

F-450 Chassis Cab has a higher GVWR than the F-450 pickup which is 14,000 lb.  GVWR's above 14k lb require dyno certification by the EPA.  14k and under you can chassis certify emissions.  Dyno certification requirements will almost always result in a loss of Hp and Torque because of the tuning and changes required to pass EPA requirements.
