It is a form of local union protectionism is all. Back in the early '80's with the massive layoffs, locals were afraid to have to allow any "outsiders" in who had any seniority. By giving them '84 sen. , it effectively protected everyone in the transfers' new plant from these "outsiders". You see from about 1980 to 1984 there were very,very,very,very few new hires. So when a transfer came in , no matter what his/her sen. was , the '84 leveling date put them last on the plant sen. list for shift AND job postings. I had the pleasure of going thru this (and still have that sen. 23 yrs later). The date is soooooo archaic now and outdated, its a useless tool anymore. Did I say very few new hires....LOL
