Organic Light Emitting Diodes. The UK is the center of OLED tech. OLED's are starting to appear in consumer products like phones. Because OLEDs emit their own light, the panel can be thin, flexible and relatively tough, and, most important, cheaply replaced. The caption reads, "What the British cloaking device might look like if it were applied to an Israeli tank." In other words, the photo is just a "representation" of what it might look like if they put the device on a tank. There was no "cloaking device" on the tank in the picture. It is a digitally altered photograph. Essentially, to make the story more interesting, Fox News needed a picture, so they digitally altered a file photo of an Isreali tank (they didn't even take the time to find a photo of a British tank , when it is a story about British military experiments). The media at its best! Nice idea though. Idea has been around for some time. US Military has also had the same type of program going for years. Essentially projecting the background onto the surface of something. Tough to work out the (innumerable) kinks though. A cloak of invisibility. At least since WWII. They had a B-24 covered with little lights. It would approximate the brightness of the surrounding sky.
