All Tier 2 will be brought up to Tier 1 pay at $1 raise every year over 8 year period. Base Pay for any full time employees will be $20 / hour. Tier 2 will be paid when contract is signed based on how many years Full-time. For example if you have 2 years your pay will be roughly $22 / hour. It will take that employee 6 more years to top out. So a lot of Tier 2s would get some pretty hefty raises as well as a signing bonus; Tier 1 would get no raise (again) and a "slightly bigger" signing bonus. I just can't even imagine being so arrogant and greedy, to the detriment of Tier 1, with so little seniority in any company (union or not). That being said I couldn't in good conscience vote yes unless there was some sort of raise for tier 1. A decade is too long without a raise.
