Probably, but I'm not sure how involved Blackberry is in vehicle-to-vehicle or vehicle-to-infrastructure communications. Getting control over Sync3 development is just the most obvious goal (at least to me). I'm thinking they're just looking at them as general development resources with general automotive experience.
