The don't keep the cars locked at the holding yard, so it wouldn't take much for a small group of people at night to sneak in and swap spare tires for the pot ones. Law enforcement like to have their face on the front page when they "find" hidden dope. I'd be willing to bet theres nothing found that isnt meant to be found.
