Morrow Posted December 12, 2008 Share Posted December 12, 2008 If the 4 Dems who voted no and hte 4 who didn't vote would have voted yes the Bill to consider the House Bill would have passed. 10 Republicans voted yes and 8 didn't vote at all. Senate procedures are a bit arcane, when a vote is going to fail there's horse-trading among individual senators to get the vote next to their name which best suits their re-election chances.
