The dallassmith site shows an ADA compliant wheelchair bus, low load box trucks and even large F-650 size low body trucks. The truck can easily be that low without being fwd, and in fact that are plenty that are that low. The problem is that you have to cut the bed up. There must be a reason they used it, maybe the one you said :shrug: they did that so they can have the bed flat in the back without losing height.
