That's correct. All automakers with BEV in the Top 10 list for fleet registrations (Tesla, GM, Ford, Rivian, Geely, Hyundai/Kia) are well known for keeping price concessions to fleets to a minimum for those products, a vivid contrast to fleet dumping that some of those companies practiced in the past.

The "good fleet sales" trend (on the part of automakers) actually started in mid 2020 when fleet sales collapsed and automakers had to contend with shortages. That resulted in the erosion of the fleet dumping business model. Even as fleet sales grew since then, automakers have been able to maintain higher pricing for vehicles and also add high profit software and services.

Ford’s fleet business stopped fleet dumping at least a decade ago maybe earlier.  Had nothing to do with Covid.

Regarding the tidbit about BEV sales to government fleets in the Carscoops article, U.S. domestic automakers completely dominate that market with over 85% share in the July 2022 - July 2023 period. GM and Ford alone constitute about 80%.

That depends on the specific organization operating a fleet. In any case, the "bad" kind of fleet sales went away for good after the Covid-19 pandemic, whether to governments or to businesses. Automakers now have the upper hand over fleet managers.
