He can narrowly tailer the specifications of the Request for Proposal so that Ford products would not be able to meet the specifications, such as requiring a V8 or something like that. They are supposed to accept the low bidder, unless they can articulate why it is justifiable to accept a higher bid as well, which isn't that difficult to do. Examples of invalid protests: protesting a police shooting of an armed criminal who refused to follow directions and pointed the gun at the officers - and similar cases. What happens today is both sides overreact and attack each other via social media and nothing gets resolved. The only way to resolve things is to sit down together and discuss the actual issue and what can be done about it. Show the officers what it's like to be profiled. Show the protestors what it's like to be an officer and have to make a split second life and death decision. Come up with a non-partisan way to ensure justice is served when something bad happens.
