It really is insanely counterintuitive when you think about it. The entire point of CAFE is to improve efficiency and the environment impact, but it's essentially the very thing that killed small affordable cars.
Just ditch CAFE across the industry I say, or at least with sedans and hatchbacks. They're already plenty environmentally efficient and will continue to improve without government interference.
The other option would be 3.0 EB engine with additional 80hp and 80 lb ft power up from factory

A few years back Ford AUS was investigation the possibility of a V8 T6 Ranger, two prototypes that
were supposedly built in Thailand but the project did not proceed. Ford AUS choosing to import 3.5 EB
F150 and have them post factory RHD, next batch due later this year.
