The Government does spend money on R&D, but it also isn't a "king maker" when it comes to companies...the CCCP government is far more involved then that.   I can see this in a hobby I have-there has been a large number of companies added since 2000, with some of them being just new names (the parent company is the same) to take advantage of tax laws etc in China.    In the past 24 months or so, some of those companies that are now struggling are now getting collected up by another company that didn't even exist prior to this.    Normally in the west, that company would go bankrupt and molds might be lost forever or maybe pickup by another company at some point at an auction
